Due to design limitations in newer operating systems such as Windows Vista and Windows 7, it is only possible to maximise an application when it is run in session -- that is, in session 1. When programs are run in session 0, these programs are not able to be maximised.

To maximise an application in Windows Vista or Windows 7, manually restart the service in session.
